Observability before autonomy

The temptation with agents is to hand them the keys and see what happens. In a government casework setting, that is a non starter. You cannot deploy something you cannot watch.

The split that made it safe

SwarmSight separates three roles that most agent frameworks blur together:

• Authority decides. A human makes every call that touches a citizen.
• Intelligence proposes. The agent prepares and checks, nothing more.
• The ledger proves it. A hash chained record means every action is reconstructable after the fact.

The lesson

Autonomy is not the first feature you build. Observability is. Once you can see and prove what an agent did, you can widen its remit safely. Do it in the other order and you are just hoping.
